our Programs

Gulf Coast programs are as diverse as the individuals who utilize and benefit from them. Our services have expanded over time to meet the complex needs of today’s families, senior citizens, vulnerable children, and persons needing assistance because of behavioral or mental health issues. We seek partner opportunities wherever feasible, understanding that the community benefits when costs are contained and services leveraged. 


our Jewish Family Services

Founded as a Jewish Family Services Agency, supporting the needs of local Jewish families remains a key tenet of our work in the community. Services include emergency financial and food assistance, support for Holocaust Survivors, mentoring Jewish children, providing Jewish Life Education, and counseling through our Harvey Hertz Counseling Center. We partner with area synagogues, the Jewish Federation of Pinellas and Pasco Counties, the Conference on Jewish Material Claims Against Germany and other organizations to support Jewish individuals and families in need.

  • Chicken for Shabbat, through private donations, provides families with gocery gift cards to purchase their shabbat (Jewish sabbath) meal or other needed perishable food items.
  • Family Support Services offer assistance in meeting basic human needs for the Jewish community in Pinellas and Pasco counties. Program services also include emergency financial assistance through Koved funds, information and referral services, and interest-free college loans.
  • Holocaust Survivors Program improves the quality of life for Holocaust survivors in Central West Florida by providing in-home care, emergency financial assistance, case management services, prescription drug and medical assistance funds, transportation, support groups, social events and other services with the goal of preventing out-of-home placement. Assistance with obtaining restitution and reparation funds is also provided. 
  • William & Sally Israel Food Pantry provides both Kosher and basic food items to the Jewish community and all Gulf Coast clients. We partner with synagogues, the Jewish Federation, local Jewish organizations, and local businesses to collect food and other limited items (clothing, household goods, school supplies, and Chanukah gifts) for families in need.
  • Yad B’Yad (Hand in hand) recruits Jewish adult volunteers as one-on-one mentors, companions and role models for Jewish children ages 6 to 17. Volunteers and youths build trusting friendships that help develop self-confidence, a positive self-identity and social skills. 

our Community Services

Strengthening our community is what we are about. Our varied and diverse community programs provide support for individuals during all stages of life, be they children or senior citizens. Gulf Coast JFCS community programs are open and accessible to all, though certain programs require participants to meet eligibility requirements or provide a fee for services.

  • Adele Gilbert Residential Treatment Facility is a 16-bed residential treatment program for adults between the ages of 18 to 45 who are chronically mentally ill and may have substance abuse issues. In 2015, the facility was moved from Pinellas County to Pasco County. The program accepts forensic referrals including individuals who are “incompetent to proceed” and “not guilty by reason of insanity.” Residents receive case management, medical and psychiatric services, recovery-oriented life skills training and individual counseling to address substance misuse.
  • Adult Residential Treatment and Stabilization is a 16-bed state licensed level 1 residential behavioral health program, exclusively for adults 30 years of age and older who have persistent mental illness and may have co-occurring issues. Treatment includes psychiatric services, psychosocial rehabilitation. life skills training and other supports for approximately three months. Nursing supervision is provided 24 hours a day, seven days a week.
  • Community Care for the Elderly  provides homemaker services, case management coordination, personal care, respite and other support to enable frail and functionally impaired elders and those with Alzheimer’s to remain in their homes and avoid or delay placement in a nursing facility. Serves seniors in Pinellas County.
  • Community Care for Disabled Adults offers case management, homemaker services and other in-home assistance to people with catastrophic disabilities ages 18 to 59. The program’s purpose is to help clients to remain in their home. Services are provided in Hillsborough, Pinellas and Pasco counties.
  • The Darlington Residential Treatment Facility is located in Pasco County, is a sixteen-bed intensive residential program utilizing the Integrated Treatment Team Model. With psychiatric services, medications, life skills training, case management and a range of other supports, the program serves young and older adults referred from state and local hospitals and the behavioral health community. Despite challenges, two residents were employed upon discharge and six were able to obtain Social Security benefits allowing them to transition directly into the community.
  • Egret Housing is a seven-unit housing complex for low income disabled adults located in New Port Richey, Florida. Funded by HUD, the project is sponsored by Gulf Coast Jewish Family & Community Services and is under the auspices of a separate housing corporation.
  • Elder Education provides substance abuse community education focusing on the prevention of medication mismanagement and alcohol abuse among the elderly. The program provides education to seniors in Pinellas and Pasco counties. 
  • Elderly Counseling Services offer individual and group counseling for persons 60 years of age or older. Services are provided at home or at senior centers. The program is offered in Pinellas and Pasco counties.
  • Harvey Hertz Counseling Center is the agency’s original program and serves the entire community by offering individual, child, adolescent, family, couples and marriage counseling by caring and licensed psychotherapists in Pinellas County. Medicare, Medicaid, most private insurances and self-pay are accepted. Support groups on various topics are also offered at varying times throughout the year.
  • Homemaker Services has for more than twenty years, provided quality compassionate care to help elderly and disabled adults live independently. Our staff provides housecleaning, laundry, meal preparation, shopping and companionship. Licensed and registered with the State of Florida Agency for Health Care Administration as a Homemaker & Companion Service Provider, services are available free for eligible adults through federal funding in Pinellas County or as fee-for-service.
  • Myrtle Oaks is a 99-unit apartment complex that offers affordable housing for low-income seniors aged 62 and older. Located in northeast Tampa, the facility is sponsored by Gulf Coast JFCS in partnership with the Myrtle Oaks Housing Corporation and funded by a grant from the Department of Housing and Urban Development (HUD).
  • Non-Custodial Parent Employment Program (NCPEP) has for twenty years assisted unemployed or under-employed non-custodial parents in obtaining and maintaining employment to establish regular child support payments. The program is administered through CareerSource Pinellas. It is offered in partnership with the Department of Revenue’s Division of Child Support Enforcement and Family Courts. Services are offered in Pinellas, Pasco, Hillsborough and Miami-Dade counties.
  • Older Adults Support Team provides intervention for elders at risk of suicide. In partnership with Adult Protective Services, this program provides in-home assessment, crisis intervention counseling, psychiatric evaluation, follow-up and case management with the overall goal of reducing suicide risks.
  • Supported Housing assists persons 18 and older with substance abuse, IV drug use and behavioral health needs. Individuals with serious mental illness or substance abuse issues receive support in order to obtain housing and employment through job skills training, coaching, and improving social skills. Housing support was provided to 86 individuals. Services are provided in Hillsborough, Pasco and Pinellas counties.
  • Transition to Independent Living supports youth ages 15 to 22, who are “aging out” of foster care. Youth, who are under court jurisdiction or protective supervision, are assigned an advocate who coaches them in adult living skills to successfully transition to independent living.
  • Violence Prevention Program a school-based intervention developed to decrease disruptive, aggressive, bullying behavior and substance abuse. The program improves interpersonal relationships and social skills that contribute to students’ overall school success. Office referrals were reduced to zero for 77% of students attending skill building groups. Funded by The Juvenile Welfare Board, the Program is offered in partnership with the Pinellas County School District and is available in 9 middle schools.
  • Voices Language Services provides professional document translations and on-site spoken language interpretation in more than seventeen languages. Services are provided throughout Florida to Gulf Coast programs and to the community at large. Voices is funded by the U.S. Department of Health and Human Services, Office of Refugee Resettlement and through private fees.
  • Woman to Woman is an evidence-based program for pregnant and parenting teen mothers who are at risk of academic failure and repeat pregnancies. Young moms receive one-on-one mentoring from community volunteers, attend weekend retreats and parenting workshops, and are connected with educational and vocational services. The program is available in 27 high schools in Hillsborough County, including three charter schools and four career centers.
  • Young Adult Transitional Program provides support and assistance to young adults ages 16 to 24 who have serious emotional or behavioral difficulties, or mental illness, in making a successful transition to adulthood.
